The City of Lawndale passed an ordinance to increase recycling at construction and demolition sites. This ordinance requires persons pulling a building permit for any demolition project and all other projects with an estimated cost over $100,000 to divert 50 percent of all waste generated from the jobsite, fill out a waste reduction and recycling plan, and to pay a security deposit and administrative fee. The Governor signed SB 28 (Simitian, D-Palo Alto) which bans the use of text messaging while driving a car in California. Taking effect on January 1, 2009, the texting ban imposes a fine of $20 for the first offense and $50 for each subsequent offense. Govern Schwarzenegger said in a statement that "banning electronic text messaging while driving will keep drivers' hands on the wheel and their eyes on the road, making our roadways a safer place for all Californians."

The Office of Governor Arnold Schwarzenegger released an outline of the state budget that the legislature recently passed after a record-long delay. According to the Governor's statement, the budget "addresses California's $15.2 billion budget shortfall with a combination of cuts and increased revenues." Furthermore, the budget fully funds Proposition 98's requirements for education and does not borrow funds from local government or transportation funds. The City of Hermosa Beach announced today that it is raising the Residential Building Report Application fee from $237 to $243. Any applicants paying $237 may get a call from the city requesting the extra $6 balance to start the process. What does the federal government’s takeover mean for REALTORS®? This weekend, the Federal Housing Finance Agency placed Fannie Mae and Freddie Mac into conservatorship and removed the CEOs from each of these government-sponsored enterprises (GSEs). As part of the government’s takeover of Fannie and Freddie, Treasury Secretary Henry Paulson announced these measures: 1. The Treasury Department will buy senior preferred stock from the enterprises to make sure they maintain a positive net worth. The American taxpayer now owns 79.9 percent of each of the GSEs. |

The South Bay Association of REALTORS® expresses its regrets and condolences to the family of Gene Drevno, former Councilwoman in the City of Torrance. Gene served on the Torrance City Council from 2006 to 2008. Before that, she served on the Civil Service, Parks and Recreation, and Planning Commissions. She also volunteered at a number of community and civic organizations such as the American Field Service, Hospice Volunteer, the Salvation Army, and the Torrance Education Foundation.
