The Governor signed SB 28 (Simitian, D-Palo Alto) which bans the use of text messaging while driving a car in California. Taking effect on January 1, 2009, the texting ban imposes a fine of $20 for the first offense and $50 for each subsequent offense. Govern Schwarzenegger said in a statement that "banning electronic text messaging while driving will keep drivers' hands on the wheel and their eyes on the road, making our roadways a safer place for all Californians."
